Hive 2 dead

I was worried about Luc's hive (Hive 2) for the last week or so. I decided this evening I wasn't waiting any longer for nice weather to have a look inside. As soon as I got home this evening I opened up the hive to find what I thought had happened.

It had died, looks like it has starved. The bottom box where the bees were clustered was nearly empty of stores yet the top box was packed full of stores, 11 full frames of honey.
